Makehuman is open source but has a license called AGPL.

Makehuman is good, but there is also a new version of open source character creation, it is designed to be integrated with blender: http://www.manuelbastioni.com/

If you are serious about development and willing to put work and/or money into it, then you should contact the developers of makehuman or manuelbastioni, maybe they will help you.
If you want to go the proprietary route, you would have to buy a license for premade characters, you will not have access to the code of the programs themselves, maybe for a very large sum of money.

If you want to go the cheap route, you could do what Skyrim did, they made one base mesh and morphed and retextured it into different races, this can already be done in the game engine with minor engine changes maybe.
